A new report has called on the government to take action against "rip-off" payday lending companies, as personal debt levels in the UK hit ?158 billion.

Credit market expert Carl Packman's paper for the Centre for Labour and Social Studies reveals that:

? The payday lending industry was worth just over ?100 million in 2004 and is now somewhere between ?2-4bn today.
? Over a million people took out payday loans in 2012.
? The bill for outstanding personal debt reached ?158 billion in February 2013 under the Government?s watch.
? The average payday loan taken out grew from ?200 in March 2012 to ?335 in September 2012.

The paper - 'Boom-time for legal loan sharks: How deregulation, market failure and a crisis in wages has led to the rise of payday lenders' - also shows that the under 25s were the largest group to be borrowing from payday lenders in September 2012. In March 2012 they had been the lowest.

In his report, Mr Packman calls for:

? The end of self-regulation for payday lenders.
? A cap on the total cost of credit and the amount of times a person can take out loans to service existing loans.
? Provision for tailored debt advice.
? Restrictions on planning permission for payday lenders on the high street.

Mr Packman said: ?Many of these loans are being taken out to purchase food and other essentials or pay bills ? not the outcome of financial imprudence that some would have you believe. Workers are finding it increasingly difficult to top up their declining wages with mainstream credit and because of that personal debt is rising to severe levels.

"The very fact that people are having to borrow money for essentials, food, bills and housing, suggests an urgent need for government to act quickly on assessing the causes of such dangerous rises in personal debt, and what can be done to regulate the industry itself to make it more responsible.?

Review of The Sanctuary Hotel on Kiawah Island | Peanut Butter ...

I am going to have to break down my Kiawah experience in several different posts. I thought I would start with a review of the (ridiculously amazing once in a lifetime experience) hotel where I spent four glorious nights,?The Sanctuary.

sanctuary

The Sanctuary is the hotel on?Kiawah Island Resort?which is a golf resort on Johns Island, South Carolina. Kiawah is made up of a mix of residential, condos and the hotel along with tennis and five golf courses. It?s located a little over 20 miles outside of Charleston and it feels like a total getaway. We didn?t leave Kiawah one time in the five days we were there. It?s absolutely everything you need.

6.30sanctuarystairs

The Sanctuary is interesting in that it?s part super swank hotel, part laid back beach resort. The interior of the resort is beautiful featuring dark hardwoods, oriental rugs, wide hallways, high ceilings and plenty of seating areas to encourage you to chat, relax and take in the view of the Atlantic Ocean.

6.30lobby

Everything feels warm, homey and welcoming. I was most impressed by the service at Kiawah. It was seriously over the top while still managing to feel natural and even understated.

6.30departure

Arrival and departure were flawless. The bell staff were quick and attentive, the room was ready when we arrived and departure was speedy and painless.

6.30patio

I was in a king garden view room. All of the king rooms at the Sanctuary are over 500 ft and very spacious and light with large patios with options of garden view, ocean view and ocean front. Decor is light, airy and Southern.

6.30bed

The bed was comfortable and very firm but I can?t say it was the best hotel bed ever. I much prefer the Heavenly beds at Westin properties although I did appreciate that the bed was made with two pillow choices with a firm option and a loftier soft option.

6.30sitting

There was a large sitting area with local magazines on the coffee table and also a desk/workstation and separate dressing area outside of the bathroom. The hotel included free WiFi which I appreciated but it was rather spotty.

6.30room

The bathroom was pretty fabulous. I loved the shutters that opened out to the room to allow in natural light. The tub was huge and deep, double sinks, separate toilet and walk-in shower with a rain-like shower head. Also worth noting is that the towels were amazing. Super fluffy and absorbent.

6.30turndown

The Sanctuary provides twice daily service for guest rooms. The day service is to replenish towels, change linens, general cleaning, etc but the evening turndown service is really special. They draw the curtains, dim the lighting, turn the TV to a relaxing music channel, and turndown the bed and leave chocolate and bottled water on the nightstand. The craziest thing is that they also organize the room and do things like line up your shoes, zip your suitcase, arrange your toiletries on cloth towels and wrap up cords with twist ties. There is truly nothing overlooked. Walking into the room after turndown service felt like a big exhale at the end of the day.

6.30hallway

The hotel includes 255 guest rooms, two full-service restaurants, an ice cream/snack shop, a poolside grill, fitness facilities including an indoor lap pool, a relaxing spa, on-site shopping in several cute boutiques featuring everything from home goods to golf apparel to kids toys and clothing, pools and beach service. It?s a one-stop shop!

6.30pool

I will cover dining in another post but let?s talk pool/beach service. The thing that I loved most is that there is an 18 and over infinity pool that is tranquil and relaxing. There is also a big family friendly pool with all kinds of water features. The Sanctuary also provides beach service with attendants who escort you to umbrella/chair set ups. There are lots of beach games/water craft available for rent.

6.30poolservice

The service at the pool is as great as the service in the room. You pick out your chair and the pool attendants come and make it up with two towels ? one wrapped tightly and another rolled at your head for neck support or for drying off. The attendants keep you refreshed and hydrated with ice water with fresh lemon slices. They also offer food and beverage service at the pool. The attendants also have SPF 30 and 50 available for any guest to use should you have forgotten your sunscreen or need to reapply.

6.30stairs

It?s very apparent that there is a huge focus on service and customer experience at the resort. All staff members that I encountered were attentive, personable and friendly. I have to say that this is to be expected given the price point of The Sanctuary but it?s always nice when the service truly goes above and beyond.

The only downside to The Sanctuary is the price point. The room rates are extremely high (averaging over $500/night) and everything at the resort is expensive. For example, a bottomless cup of coffee at breakfast is $5, a 60-minute massage is $180 + 20% gratuity, a margarita is $18?you get my drift. I was extremely fortunate that my room at The Sanctuary was compliments of the YPO so this was truly a once in a lifetime experience for me that I will not soon forget. I soaked up every minute. (Thus the reason you?ve heard from me once in 5 days!).

I would love to make a return trip to Kiawah Island Resort and stay in one of the villas or homes and do more exploring. I got so wrapped up in The Sanctuary that I never wanted to leave but Kiawah has so much more to offer. Did you know that there?s a popular?half and full marathon?on the resort? If I ever decide that I?m going to distance run again I would love the do the half. The scenery at Kiawah is just beautiful, natural, green and so lush with lots of wildlife to see?everything from alligators to herons to turtles and more.

I would love to hear your thoughts on The Sanctuary if you?ve ever had the opportunity to stay there. Also, I?m happy to answer any questions you may have about The Sanctuary.

Supreme Court petitioned to reimpose California gay marriage ban

By Steve Gorman

LOS ANGELES (Reuters) - Opponents of gay marriage petitioned the Supreme Court on Saturday to immediately reinstate a 5-year-old ban on same-sex matrimony in California, saying a federal appeals court had acted prematurely in removing the prohibition on gay nuptials.

Supporters of the gay marriage ban, known as Proposition 8, which California voters approved in 2008, asked the high court to overrule a 9th U.S. Circuit Court of Appeals order on Friday lifting a stay that had kept same-sex unions outlawed.

Friday's surprise removal of the stay launched a flurry of swiftly arranged weddings by gay and lesbian couples up and down the state following a Supreme Court decision on Wednesday to let stand a 2010 lower-court opinion striking down Prop 8 as unconstitutional.

But opponents said the three-judge panel of the appeals court had jumped the gun in lifting its injunction before a 25-day "reconsideration" period at the Supreme Court had elapsed.

The Arizona-based group Alliance Defending Freedom argued that the 9th Circuit lacked authority to act when it did, and that it violated the terms of its own stay requiring that it remain in place "until final disposition by the Supreme Court."

The alliance asserted that final disposition could not occur before passage of the 25 days the Supreme Court normally gives petitioners to seek a re-hearing, in this case Prop 8 backers who were denied legal standing to appeal the 2010 decision.

But the American Foundation for Equal Rights, which sponsored the federal court challenge to Prop 8, issued a statement insisting that the 9th Circuit acted under its own "broad discretion" to issue its stay in the first place.

"Now that the Supreme Court has decided that the injunction against Proposition 8 must stand, it was entirely appropriate for the 9th circuit to dissolve its stay of that injunction," the alliance said in a statement.

Foundation attorney Ted Boutrous told reporters on a conference call on Friday that the 9th Circuit's move was hardly unprecedented and that appeals courts have taken similar actions in "much more boring cases than this" without drawing much notice.

Prop 8 supporters, he said, "should hang it up and quit trying to stop people from getting married."

The emergency petition seeking to bring gay marriages to a halt came as dozens of same-sex couples lined up at San Francisco City Hall for a second straight day since the appeals court lifted its stay against the 2010 decision by U.S. District Judge Vaughn Walker barring further enforcement of Prop 8.

12 musicians who are also food activists

Not all musicians fit the stereotype of being self-involved and shallow. In fact, many musicians also care about and promote social causes. When they are not selling-out stadium shows or releasing new albums, these 12 musicians lend their time ? and their voices ? to promote food and agriculture initiatives, and use their celebrity platform to raise money and awareness to combat hunger and poverty.

Co-authors Ellen Gustafson?and?Danielle Nierenberg, the co-founders of Food Tank, hope to bridge the domestic and global food issues by highlighting how hunger, obesity, climate change, unemployment, and other problems can be solved by more research and investment in agriculture.

1. 50 Cent

Known for his entrepreneurship as much as his rap music, 50 Cent has proposed an ambitious goal to donate 1 billion meals to the?World Food Program?(WFP) over five years. Each meal is a US $0.10 donation, which means that 50 Cent aims to raise US $100 million for WFP. In order to reach this goal, each sale of 50 Cent?s Street King energy drink will count as one meal for donation to the WFP.
